School Based Management

學校本位(School-based management)的核心理念，根據吳清山的說法與讀後心得，歸納如下:
1. 學校是一個自我管理(self management)的系統
2. 學校的決定以其成員的想法(staff-based)為優先考量
3. 教育的決定權下放給學校決定(school-based)
4. 學校可自主的決定其教學目標與管理方式
5. 學校讓教職員以及社區人士形成團隊的學習(team learning)
6. 學校經由校內專業成長及自我表達概念，促進校內部人員的合作關係
7. 學校在合作及專業管理下，讓學校發揮特色(feature-developing)

如SBM-boon or boondoggle所說的: SBM is great, when it works.
且是一種權力的去中心化(decentralized)，裡面有一段話讓我很有印象, it says:
Responsibility for certain decisions about the budget, personnel, and the curriculum is placed at the school level rather than the district level, thereby giving especially principals but also teachers, students, and parents greater control over the educational process.就以我國目前的狀況來看，讓教師、學生參與校務，是具有可行性的；然而在家長的層面就有很大的問題，這實在是台灣教育很大的一個隱憂。
